I did some panic googling of the subject - Apparently it's the membership that's important, as in if the forum is public and non-members can read then it's considered published. If it's published in a members' forum for feedback it's ok, because it hasn't actually been distributed to the public. 

I think what bothers me about it is that anyone can join and 
go through the stories when I was only wanting my fellow contestants
to read them. This way a judge could be reading who wrote what 
they are judging, all they have to do is register to do it.
Understandable concern, but I don't think there's a way to prevent that in this type of forum. They'd need a much more sophisticated website with some kind of passcode to entry that would only work per competition to do that, or password protected forums that you only get access to as part of your competition entry.
 
With the judges, well like any other competition, you have to trust that they'll be honest and that if they're not they'll be found out. I guess you could track IP addresses or something more techy, but presumably they have to go through some kind of recruiting process and orientation - if somebody's cheating, the forum users seem quite good at spotting it as well, like the copy/paste judge.

I was reading the stories on the *** main site*** under the tab that says "stories". It's in an obvious place. , the past winning ones are always put up. They weren't posting anything from forums. Sorry I got everyone in a panic.

No, no. The contest winners are always put up on the main page at some point.

I thought that was common knowledge.  I've always been able to read stories for contests I didn't enter if I bothered to log in, and I've always assumed the judges log in under pseudonyms.

I just figured that having competed, they let us cruse through
the whole gambit as you were now one of the ones.
It does give me pause that it is so easy to read all the stories
for someone that just shows up and registers. I have seen a few
questionable calls by judges that this could explain, but maybe
I am just a bit biased towards people in power and their thought
processes.

There was a judge who gave the same mediocre summary feedback to all the contestants they judged, a "Your story starts in the beginning/middle/end, which works for this story because X." and some other nonsense about the first sentence. It was pretty silly, and easy to spot once folks started sharing their feedback on the forum. A lot of people reported them using the judge feedback form.

Ah, yes, this is true.
You know, I am cynical, but I think this is a good thing.
Though in my everyday life and interactions with most
people I am not until forced.
