Hello! I'm in group 211 (fairytale/impenetrable/a coward) and after procrastinating for several days I've finally stumbled across an idea for my story. Issue is, the "happily ever after" is dependent on the coward growing over the course of the story and eventually conquering her fears. 

Is this character growth allowed or must this character remain a coward for the entire story?

The character just has to appear in the story--they don't even technically have to be the main character.  I'd say a coward who grows in the process would cover your prompt obligations.

i think character growth is totally allowed! my understanding of the genre is that the characters in a fairy tale learn lessons, for better or worse -- be more careful of this, show more appreciation for that, etc... and learning is all about change and personal growth, after all.

*alternate is if the characters themselves don't learn lessons, at least the readers do by the characters' example (again, good or bad). but it doesn't sound like that's where your inspiration is taking you.

if your fairy tale is about conquering fears, then that absolutely implies a trajectory of growth: from afraid to empowered. it sounds like an excellent recipe for a story, and i hope you end up sharing on the forums so we can read it. :)
