I would like to put 10 seconds of bars and tone, a 10 second card (Team name, entry subject/genre, title, running time, video format, film start and end time) and 10 seconds of black as the leader on our video submission; however, adding this will take our submission over the 10 minute mark.

I've been assuming that the 10 minute maximum applies to the running time of the actual film as opposed to the running time of the video tape with the leader I describe above, but I want to make sure.

My question is: is our submission eligible if I submit a film on MiniDV tape with a film running time that's under 10 minutes, but the tape runs for 10 1/2 minutes because of the leader?

We do not count the leader as part of the total running time of your film, so you should be fine if your film runs 10 minutes or less from the opening credits to the closing credits.  Good luck!
