They're not being picky or unsupportive, most publications that don't buy reprints are only buying first run exclusive rights. Something that's already been or worse still is publicly available no longer has those rights, it's been published. That's also why places that do buy reprints often pay a lower rate. That's why if you can't use google or dropbox with a limited-access link most people who do blog posts use a password. 

Meanwhile if you're NYCM's big winner and THEY publish it they'll have paid you exponentially more than you'd get anywhere else anyway! (And unlike some contests they pay, and pay big.)
