To Whom It May Concern:

I have read the finalists blurb from the official rules:

16.   1st Round Finalists -  The “Short Story Heat Winner” from each Heat will be named a 1st Round Finalist.  In addition, the Judges shall choose up to forty (40) “1st-Runner-Up” Short Stories to be named as 1st Round Finalists in addition to the Short Story Heat Winners for the purpose of rewarding exceptional 1st-Runner-Up Short Stories.  The Judges shall also choose up to (20) “2nd-Runner-Up” Short Stories to be named as 1st Round Finalists in addition to the Short Story Heat Winners and exceptional 1st-Runner-Up Short Stories for the purpose of rewarding exceptional 2nd-Runner-Up Short Stories.  Announcing 1st-Runner-Up and 2nd-Runner-Up Short Stories as 1st Round Finalists is in the sole discretion of the LLC, and by no means requires the LLC to choose additional 1st Round Finalists other than the above mentioned Short Story Heat Winners.

I have to say I am not sure I understand.  It is clear the heat winners will go on, that is a no-brainer (and makes obvious sense).  So, 30 heats, 30 finalists from that.  The "1st runner up" portion of the blurb says there can be up to 40, and the "2nd runner up" portion of the blurb states choosing up to 20.  Thirty winners plus 40 plus 20 equals 90, which just happens to be evenly divisible by the number of heats. 

So, scenario questions:

-- Does that mean the judges will simply take the top three from each heat?
-- OR does it mean the judges will just take the top 2 from each heat (since 40 exceeds the number of heats)?
-- OR will the judges take top 2 from each heat then 20 third-place winners from 20/30 heats?
-- OR will the judges take top 2 from each heat then 20 other finalists from throughout all entrants?
-- OR does this mean something else entirely?

Obviously, I am writing the best story I can, regardless, but I am curious as to how the finalists will be chosen and would like to have an idea of how many finalists there will be (at least an upper and lower bound on how many...)

Can the contest runners offer any insight on this?

I'm going to go out on a limb and guess. I think they mean: They are taking the winner of each heat and, at their discretion, some others that wrote a killer story, too.

    Im a living example. There were two winners from my heat and I believe I was the 2nd choice. I have been entered into the finals regardless. My question is however, am I still recieving the new novelist prize?

pretty sure the answer is yes- if you go on to the finals, you win the new novelist prize- at least that's what happened last year, as I was in your shoes and I got the novelist.
